This development signals the beginning of crude oil processing at the refinery and the commencement of petroleum product distribution into the market.
In a statement released on Tuesday, Olufemi Soneye, the Chief Corporate Communications Officer of NNPC Ltd., confirmed that trucks had started loading various petroleum products from the Port Harcourt Refinery. These products include Premium Motor Spirit (PMS), commonly known as petrol, Automotive Gas Oil (AGO), or diesel, and Household Kerosene (HHK), alongside other petroleum products set for distribution.

During a brief ceremony held to mark the start of product loading at the refinery, Mele Kyari, the Group Chief Executive Officer (GCEO) of NNPC Ltd., hailed the occasion as a landmark achievement for Nigeria. Kyari noted that this development heralds a new era of energy independence and economic growth for the country. He also expressed deep gratitude towards President Bola Ahmed Tinubu for his steadfast support and dedication to the refinery’s rehabilitation project. Kyari acknowledged the President’s unwavering persistence in securing energy security for Nigeria, which played a crucial role in bringing this project to fruition.

The GCEO also extended his appreciation to the NNPC Ltd. Board of Directors and the entire staff for their continued dedication and hard work, which made the re-streaming of the refinery a reality. He further commended the contractors involved in the rehabilitation for their exceptional efforts in overcoming numerous challenges to ensure the successful delivery of the refinery.
Kyari also took the opportunity to thank Nigerians for their patience and understanding, acknowledging the public’s legitimate expectations regarding the full operational status of the country’s refineries. He reassured the public that NNPC Ltd. remains committed to delivering on its promise to rehabilitate and revitalize the remaining refineries in the country.
In his remarks, Mr. Farouk Ahmed, the Chief Executive Officer of the Nigerian Midstream & Downstream Petroleum Regulatory Authority (NMDPRA), congratulated NNPC Ltd. on this significant achievement. He reaffirmed his agency’s continued support for the ongoing rehabilitation work at the other refineries, underscoring the collective efforts to restore Nigeria’s refining capacity and improve domestic fuel production.
The Port Harcourt Refinery rehabilitation project, which is being undertaken as an Engineering, Procurement, Construction, Installation & Commissioning (EPCIC) initiative, aims to restore the refinery to full operational capacity. With over 16 million man-hours invested and zero Loss Time Injuries (LTI) recorded, the project has been a model of safety and efficiency. As this milestone is reached, the country takes a significant step closer to achieving self-sufficiency in petroleum production and reducing its reliance on imported fuel, which has long been a challenge for Nigeria’s energy sector.
