The overseeing head of service Dr Abubakar Sadiq Mohammed PhD making his opening remarks before the oath of allegiance said, this is the swearing in of new set of appointed permanent Secretaries which is the third in the series of the introduction of examination for the selection and appointments of Permanent Secretaries.

Adding that this is a clear indication that the examination for the appointments of Permanent Secretaries has come to stay in the Borno State civil service, this policy gives equal opportunities for participation in the process and clear option for the selection of the finest to emerge.

Dr Abubakar highlights that twenty two (22) candidates were screened from six (6) Local Government Area of Biu, Damboa, Kaga, Mafa, Guzamala and Marte which successful candidates is presented for swearing in ceremony.

He said this further demonstrates Governor Zulum’s unwavering commitment and passion to repositioned and fix the civil service in Borno , be it in the area of training, provision of comfortable working environments, motivation and intensives to all civil servant which is fully demonstrated in he recent payment of outstanding gratitude to retired and deceased civil servant in the state to the tune of eight billion Naira (8,000,000,000), this will bring back expected experience, integrity, competence and above all collective participation in Zulum’s development drive,” Abubakar added.

The Oath of Aliegence was conducted by Justice Amina Mustapha Ibrahim who represented the chief Judge of Borno State.

The Deputy Governor while addressing the newly sworn in Permanent Secretaries on behalf of the Governor, said “That this is in accordance with section 208 sub section 2(c) of the Federal Republic of Nigeria (as amended) which confers on the Governor the powers to appoint permanent Secretaries to assist in matters related to the conduct of the government business, I therefore congratulate you all on your well deserved appointments and see your appointments as a clarion call to serve the people of Borno State and promote the policy thrust and development agenda of this administration in line with 25 year development framework and 10 years strategic transformation plan.

Dr Kadadur also said that your success in the recently conducted examination should be seen as a testament to your hard work, dedication and commitment to duty and to serve the people of our dear state with due diligence. Being the backbone of the state’s bureaucracy, I charge you to uphold the highest standard of integrity, transparency and accountability while discharging your duties.

Government is a shared responsibility and delegation of power and authority for effective performance towards improving the living conditions of our people, As we move forward, we must work tirelessly to prioritize the welfare and wellbeing of our citizens, we must work tirelessly to address challenges that confront us, from insecurity to poverty and infrastructure deficit, Kadadur added.

He also said that as permanent Secretaries you are the drivers of your MDAs serving as accounting officers, therefore work hand in hand with your commissioners and also carry all your subordinates Staff so that they can give you necessary support and cooperation in general discharge of your functions to succeed. So therefore this requires innovation, creativity and prudent management of scarce resources .

The newly sworn in Permanent Secretaries are Aminu Chamalwa FSI from Biu LGA, Mala .A. Waziri Damboa LGA, Aji Yakub kaga LGA, Aisha Umara Mafa LGA and Engr Ibrahim Baba from Marte LGA.

Aminu Chamalwa who speaks on behalf of the sworn in Permanent Secretaries, said “On behalf of my colleagues I would like to extend our sincere heartfelt thanks to the indefatigable and most performing governor for the trust and confidence placed in us as Permanent Secretaries in the Borno State civil service, adding that the governor passion for work is evident and motivates him.

We also wish to appreciates the state executive council and all distinguished guests who have graces this occasion with their presence and prayers.

Those in attendance are the representative of the speaker Borno State House of Assembly, Permanent Secretary administration and general service who represented the secretary to the government of Borno State (SSG), Chairman civil service commission, commissioners , Deputy Chief of Staff (ODG) Special Advisers, Senior Special Assistant, Special Assistant, senior civil servants among others.
