Payne registered three assists in two league games for the Toffees during the month.
The 27-year-old’s Everton teammate Kelly Gago is also nominated for the award.
The other nominees are Elisabeth Terland (Manchester United), Mariona Caldentey (Arsenal FC), Frida-Maanum (Arsenal FC), and Mary Fowler.
Payne, DAILY POST recalls, joined Everton on a free transfer last summer after leaving Spanish club, Sevilla.
